Certificates of Freesale are issued by the Chemicals Regulation Directorate (CRD) which is part of the Health & Safety Executive (HSE), to companies wishing to export pesticides. CRD (York office) produces certificates for agricultural pesticides and plant protection products. CRD (Bootle office) produce export certificates for non-agricultural pesticide products. This process facilitates the export of pesticides to countries which may not have their own pesticide regulatory regimes. There is no charge for this service.
You should not need a certificate of this kind to export pesticides between countries within the EU.
Format of the Certificate
Each original certificate issued by CRD is embossed with the official Departmental seal.
The certificate is divided into two parts:
- The first part contains only the information CRD can verify. For example, whether an active substance is present in products authorised in the UK or the product itself has authorisation.
- The second part is clearly marked as information the exporter has supplied to CRD. For example the product name for export or formulation.
'Explanatory notes' appear on certificates to provide further details relating to the authorisation regime.
CRD no longer issues documents indicating that the product is free from radioactive material, as we cannot verify such information.
Examples
These examples are intended as a guide to the format of certificates issued by CRD.
Example 1 - For export of products authorised in the UK under Regulation (EC) No 1107/2009.
Example 2 - For export of pesticides where the active substance is not present in products authorised for use in the UK.
Example 3 - For export of pesticides where the active substance is present in products authorised in the UK Regulation (EC) No 1107/2009.
How to Apply
Applicants are not required to complete an application form, an email request is acceptable. However, some or all of the following information is usually required:
- The country the product is to be exported to
- Product name and MAPP number (if authorised for use in England, Scotland and Wales)
- Active substance(s)
As we cannot verify the following information, an appropriate disclaimer appears on the certificate against such entries.
- Product name for export (if different to authorised name)
- Consignee
- Consignor
- Details such as manufacturer
- Confirmation that particular types of substances, for example, pheromones, do not require registration under UK pesticide legislation
A certificate may be issued for a product or an active substance that does not have authorisation in the UK. In this situation the certificate will clearly define that UK legislation does not apply to the product(s)/active substance which are for export only.
The turn around time for the issue of export certificates is less than a week. There is no charge for issuing this type of certificate.
