The law requires that only plant protection products authorised by Ministers shall be sold, supplied, used, stored or advertised. The responsible Departments are:
- Department for Environment, Food and Rural Affairs (Defra),
- Department of Health,
- The Scottish Government,
- The Welsh Government,
- Department of Agriculture and Rural Development, Northern Ireland (DARDNI)
The Chemicals Regulation Directorate (CRD) of HSE acts as the delivery body for regulating plant protection products authorised for sale, supply, use and storage in the UK.

Authorisations are issued for an individual product and relate to specific uses detailed on the product label.

Parallel Trade Permits
A parallel trade permit allows a product to be brought into the UK which is:
- identical to one that is already authorised in the UK and;
- authorised in the EU Member State from which it is traded.

An 'Own-Use' parallel trade permit gives permission for professional users to store and use plant protection products purchased in other EU Member States and brought into the UK. It does not allow the product to be placed on the market for sale in the UK.

These are approvals for chemicals (rather than products) which have a variety of non-pesticidal uses and also have minor uses as pesticides.

Use of Adjuvants and the Tank Mixing of Pesticides
Controls over the use of adjuvants with plant protection products are set out in Schedule 2 to the Plant Protection Products Regulations 2011. Controls on tank mixing of plant protection products are set out in Schedule 3 to the Plant Protection Products (Basic Conditions) Regulations 1997, which must be complied with.

CRD is responsible for issuing Certificates of Freesale to companies wishing to export pesticides.
