The law requires that only plant protection products authorised by Ministers shall be sold, supplied, used, stored or advertised. The responsible Departments are:
- Department for Environment, Food and Rural Affairs (Defra),
- Department of Health,
- The Scottish Government,
- The Welsh Government,
- Department of Agriculture and Rural Development, Northern Ireland (DARDNI)
The Chemicals Regulation Directorate (CRD) of HSE acts as the delivery body for regulating plant protection products authorised for sale, supply, use and storage in the UK.

Introduction to all of CRD's European Work
Pesticides Legislation
Authorisations for plant protection products are granted by CRD on behalf of Ministers under specific pesticide legislation.
Pesticide Law
Responsibility for monitoring and enforcing the pesticides legislation is shared between a number of government organisations.
How are the controls on pesticides enforced?
Types of Pesticide Authorisation/Permit
Product authorisations
Authorisations are issued for an individual product and relate to specific uses detailed on the product label.
Registering a plant protection product provides an introduction on how to apply for authorisation.
Our product information database includes details of all pesticide products which are currently authorised.
Our guidance on application streams explains which applications for authorisation are considered by the Advisory Committee on Pesticides (ACP)
Extensions of authorisation for a minor use
These cover uses which are additional to the main authorisation and the manufacturer's product label.

Parallel Trade Permits
A parallel trade permit allows a product to be brought into the UK which is:
- identical to one that is already authorised in the UK and;
- authorised in the EU Member State from which it is traded.
Information on the procedures for obtaining a parallel trade permit
An 'Own-Use' parallel trade permit gives permission for professional users to store and use plant protection products purchased in other EU Member States and brought into the UK. It does not allow the product to be placed on the market for sale in the UK.

Commodity Substance Approvals
These are approvals for chemicals (rather than products) which have a variety of non-pesticidal uses and also have minor uses as pesticides.

Other Certificates/Authorisations
Use of Adjuvants and the Tank Mixing of Pesticides
Controls over the use of adjuvants with plant protection products are set out in Schedule 2 to the Plant Protection Products Regulations 2011. Controls on tank mixing of plant protection products are set out in Schedule 3 to the Plant Protection Products (Basic Conditions) Regulations 1997, which must be complied with.
Certificates of Freesale
CRD is responsible for issuing Certificates of Freesale to companies wishing to export pesticides.
Renewal (review) and withdrawal of products
Authorisations may at any time be subject to review, amendment, suspension or withdrawal.

Minor Uses
A large number of crops grown in the UK can be classed as minor uses and we support these in a number of ways, including extension of authorisation for minor uses (EAMU).
