CRD Events for 2012/13

The Chemicals Regulation Directorate is pleased to announce its conference and events programme for 2012/2013. We have tried to expand the programme to meet the needs of our stakeholders using suggestions which we received from previous events feedback forms.

CRD is committed to communicating effectively with our stakeholders.One of the ways in which CRD is able to keep our stakeholders up to date is through our Conference and Events programme.During the next year CRD will be hosting a wide range of events which are aimed at providing training and updates on many aspects of pesticide, biocide, and chemical regulation.

Please find below our proposed schedule of events for the forthcoming year.Please note that the date of each event has been provided as an indication; the exact date will be confirmed at a later date.If you are interested in attending any of the events or require further information please email our events team at events@hse.gsi.gov.uk.You will then be placed on a waiting list and be informed when the details of the event are finalised.Please note that registering your interest does not commit you to attending the event.We are also interested to hear any feedback you may have on the proposed programme.

Biocide Active Substance and Product Processes (New)

The seminar will cover processes under which biocide active substances and products are evaluated, including the key steps and timelines. We will also include a review of each scientific area and their key requirements. Both COPR and BPD processes will be discussed and the main differences highlighted.

Biological Assessment Dossier Preparation and Efficacy Assessment of Plant Protection Products (New)

A one day Zonal Efficacy conference covering all aspects of Regulation 1107/2009 in relation to the generation and evaluation of efficacy data. The conference will provide an overview on the new Regulation and details of the efficacy requirements for new active substances and plant protection products. It will include what should be in core/national addenda for products, and the generation and presentation of zonal efficacy data. Reference will be made to all current EU guidance.

September 2012

Technical Fate and Behaviour Assessment of Plant Protection Products (Updated)

The course will provide a practical introduction to the main fate exposure tools available for soil, surface water and groundwater. This will include practical introductions to the FOCUS groundwater and surface water models for example. UK specific regulatory requirements in this area will also be covered (e.g. to assess the drainflow and spray drift routes of surface water exposure). An update on future regulatory developments in the field will also be provided. The course is aimed at people with a basic working knowledge of fate who want to develop their expertise in this area.

Dermal Absorption Assessments for Plant Protection Products (New)

Dermal absorption is one of the critical end-points in the exposure assessment of pesticide products. It is also one of the end-points where there is often disagreement between the CRD conclusion and that of the applicant. A recent EFSA opinion and forthcoming EC guidance should help improve consistency of interpretation. The workshop will identify contentious aspects in past applications; present the new EC guidance criteria, highlighting changes versus current practices; and provide some worked examples based on the new guidance.

Human Exposure Assessment of Biocides Workshop (New)

A one day workshop aimed at providing training and the latest guidance in undertaking risk assessments arising from human exposure to biocides (both primary and secondary exposure scenarios). The workshop will include presentations and practical workshops covering a range of product types. If you are interested in attending this event it would be helpful if you could indicate your area(s) of interest at the earliest opportunity so that the training can be targeted accordingly.

Ecotoxicological Risk Assessment of Plant Protection Products (New)

An interactive 2-day workshop to provide guidance on ecotoxicological risk assessment of plant protection products.Covering Tier I and higher tier approaches for all ecotoxicological groups, as well as appropriate refinement options (discussing best practice and common pitfalls) for key areas of the risk assessment. The suggested audience would be registration specialists involved in the preparation and submission of PPP dossiers to CRD.

Environmental Assessment of Biocides – antifouling and wood preservatives (New)

Environmental risk assessment of biocides is a complex business. Although emission scenario documents have been agreed for most products types the detail is often vague. The best defined were those for wood preservatives and antifouling products. However there were, and are, still many unresolved for both of these product types that the Commission has passed on to member states to deal with at the product authorisation level. The two workshops will outline some of these outstanding issues.

Pesticides: EU Classification and Labelling of Plant Protection Products (New)

This event will cover the systems and criteria introduced by the Regulation on Classification, Labelling and Packaging of Substances and Mixtures (CLP Regulation; EC/1272/2008) and its significance for the suppliers of plant protection products. The potential for closer integration of activities managed respectively by the European Food Standards Agency (EFSA ) and the European Chemicals Agency (ECHA ) will be discussed."

Technical Equivalence Workshop

Provide training and updated guidance via a series of presentations and practical workshops on determining equivalence according to SANCO/10597/2003 covering both chemical and toxicological aspects (The “Tier I” and “Tier II” approach).

Seminar on the Physical Chemical Properties of Plant Protection Products

CRD will be holding a one-day seminar which will provide an update to the key areas of the chemistry risk assessment for Active Substances and Plant Protection Products. The seminar will be held at Cedar Court Hotel in York on Thursday, 5th July 2012. The day will start at 9.30 am and finish at around 4.30 pm. The cost per delegate for the training day will be £360.00 (+20% VAT).

The event will cover new legislation and new data requirements, draw attention to new and revised guidance, and highlight commonly encountered problems. The event will be designed specifically for technical and regulatory staff involved in the production and submission of data to CRD.

It is proposed that the programme will cover areas including:

  • Overview of the current and new data requirements for active substances and plant protection products
  • EU guidance – changes and current state of play
  • Methods of analysis requirements
  • Technical equivalence
  • Formulation changes – major or minor?
  • Common problems with applications and submitted data
  • Future developments

The main benefit to the delivery of bespoke training is that the training is specifically tailored to meet your organisation’s individual needs and enables you to address specific problem areas that are relevant to your organisation. This training can be delivered at CRD's offices in York, or at a location of your choice.
