Pesticides Safety Directorate Publishes Annual Report

The Pesticides Safety Directorate, the regulatory agency for agricultural, horticultural, forestry, food storage and home garden pesticides and detergents in the UK, today published its Annual Report for 2007/08.

The report highlights the directorate’s work on regulating pesticides and detergents and meeting the targets set by the Secretary of State for Environment, Food and Rural Affairs.

This will be the last Annual Report and Accounts PSD will produce as an Executive Agency of the Department of Environment, Food and Rural Affairs. PSD transferred to the Health and Safety Executive on 1st April 2008.

Chief Executive, Dr Kerr Wilson, said:

“I am delighted to report that all our targets have been met, despite this again being a challenging year for PSD. This achievement is due to the commitment and expertise of our staff and our desire to build effective working relationships with a wide range of stakeholders”.

Key Directorate achievements included:

  • meeting all business targets including processing approvals applications on time and within cost and quality standards,
  • successfully completing our European Commission funded projects
  • meeting our full cost recovery target of £12.965m which resulted in an operating surplus of £0.047m.

2. PSD was established as an Executive Agency on 1 April 1993. It is responsible for the registration and approval of agricultural, horticultural, forestry, food storage and home garden pesticides and detergent derogations for in the UK .

3. We work closely with and contribute to the strategic outcomes of the devolved administrations. We support the Scottish Government and Welsh Assembly Government and Department for Agriculture and Rural Development for Northern Ireland in developing pesticide policy and framing their legislation. We issue pesticide approvals on behalf of Great Britain and detergent derogations on behalf of the United Kingdom .

4. We carry out the Official Recognition scheme (a certification scheme for organisations undertaking efficacy trials for registration) and issue certificates on behalf of Scotland and Wales and administer the scheme for Northern Ireland. We work closely with the Food Standards Agency on consumer safety matters. On enforcement matters, we work with a number of key stakeholders including Defra, HSE and Local Authorities.

5. PSD’s responsibilities link directly into Defra’s strategic priorities on sustainable food and farming, sustainable consumption and production, and natural resource protection.
